Donner can answer for himself but I have been in such situations at the bay area in Cali. They have shower things right on the beach or in small huts we tend to see only for restrooms in Idaho. They are in most places you would want to get the sand off before hitting the car and I have seen teenagers in various states of undress. In densely populated liberal places nudity is not usually made out to be sexual.

Have had showers with partly clothed or naked children at beaches lakes and rivers and even campgrounds mostly as I recall. Mostly beaches. There are a lot of nude beaches in California. But the are nude beaches all over the world. I've been all over the world. No one is as prude as Americans about nudity.
By global standards, Americans are culturally more uptight about casual nudity. While many European cultures treat the naked body as a normal, non-sexualized part of life (e.g., in saunas, certain beaches etc ), Americans in general tend to immediately sexualize nudity.
Of course, I blame the religulous.
