Might be the FSB. In 2004 after the horrific Beslan school attack and the deaths of over 300 people, more than half children, Putin shut down all elections for governors throughout Russia. Everywhere. No reason given. To this day there are no elections for any governors in Russia.

Putin may have needed an excuse to further tighten his grip on Russia given the outpouring of opposition to him in this last election. This may be just that.

"Picnic (Russian: ) is a Russian rock band known for its unique style which is a mixture of art rock, progressive rock and original Russian rock. The band was formed in 1978 in Leningrad by Sergey Omelnichenko, Evgeny Voloschuk, Aleksey Dobychin and Edmund Shklyarskiy. Some of their early songs are in Polish.

In 2016, the band was barred from performing in Ukraine due to their performance in Crimea after the annexation of Crimea by the Russian Federation, because Ukraine considers Crimea to be illegally occupied.[1][2][3]

Picnic were the band set to perform at Crocus City Hall on 22 March 2024 before the 2024 Crocus City Hall attack took place.[4]"

"Moscow shooting a deliberate provocation by Putin's special services,' says Ukraine's military intelligence" kyivindependent.com

""This is a deliberate provocation by Putin's special services, about which the international community warned," Andrii Yusov, a spokesperson of Ukraine's military Intelligence, told Ukrainska Pravda. In a post on its Telegram channel, HUR claimed the shooting is intended to justify "even tougher" attacks on Ukraine and total mobilization in Russia. "The public execution of people in Moscow should be understood as Putin's threat of an even greater escalation and expansion of the war," HUR wrote."

So... ISIS HAS claimed responsibility AND:

"Putin dismissed US warnings about a potential terror incident as 'blackmail' just 3 days before concert hall attack

Earlier this month, the US embassy in Russia issued a security alert warning about a potential terror attack in Moscow and urged people to avoid crowds, monitor local media for updates, and be aware of surroundings.

.

"The Embassy is monitoring reports that extremists have imminent plans to target large gatherings in Moscow, to include concerts, and U.S. citizens should be advised to avoid large gatherings over the next 48 hours," the March 7 security alert said.

Putin addressed the warnings a couple weeks later, criticizing the warning three days ago as "provocative."

Per TASS, the Russian president said on March 19 the aim of "the recent provocative statements of a number of official Western structures about the possibility of terrorist attacks in Russia" was harming Russian society.

"All this resembles outright blackmail and the intention to intimidate and destabilize our society," Putin said, according to state media reporting on his remarks.

The US embassy issued another alert on Friday saying it was "aware" of the attack and urged Americans to avoid the area.

"We strongly condemn the horrendous attack carried out at a concert hall in Moscow," Russia's foreign ministry said in a statement. "We express our deepest sympathies with the families of the victims."

"There's little reason to doubt attack on Moscow venue was by Islamic State

A claim has surfaced that the attack was carried out by Islamic State Khorasan Province (ISKP) a regional affiliate of the IS terrorist organisation.

IS has been implicated in some of Russia's largest recent terror attacks, including the 2017 bombing in the St Petersburg metro that killed 15 and injured 45.

US intelligence told American news agencies that there's "no reason to doubt" the IS claims of responsibility.

Russia's FSB security service said that on 7 March it had prevented an armed attack by the group on a synagogue in the Kaluga region near Moscow.

"It was established that the militants of an international terrorist organisation are preparing an attack on the parishioners of the synagogue using firearms," the FSB said in a statement."

"Moscow (AFP) " Twenty years after Chechen separatists seized a crowded theatre in Moscow, spurring a hostage standoff that ended with more than one hundred dead, the survivors are haunted by the memories and plagued by unanswered questions.

On October 23, 2002 -- as the second Chechen war was raging in southern Russia -- armed militants burst into Moscow's Dubrovka theatre during a sold-out performance of the musical "Nord-Ost."

Demanding the withdrawal of Russian troops from Chechnya, a predominantly Muslim republic in the North Caucasus, the attackers held 900 people for three nights until Russian forces stormed the theatre in the early hours of October 26, 2002."

Meh. I've seen people make this argument in comparison to how quick they showed up to arrest protesters with blank sheets of paper. The difference is they know the average protester on the street can't harm them, but in an active shooter or terror attack situation they're going to look out for their own butts first before they act, like the Uvalde cops.

"The ghost of Russia's past wars comes back to haunt Moscow

Twenty years ago, the Dubrovka gunmen were the disturbed product of Russia's savage anti-terror campaign that summarily executed hundreds of military aged males in Chechnya in the early 2000s.

Friday's attackers likely spawned from an ideology born online, after the short-lived Caliphate in Iraq and Syria, and in the furnace of hotly-suppressed Islamism in Central Asia and Afghanistan.

Two decades of state repression have not denied this new wave of anger its bloody agency. Putin's relentless prosecution of extremism in Russia's own North Caucasus, co-opting the brutal forces of the Kadyrov family to suppress all dissent in Chechnya, appeared to work for some years, but has not ended the problem. In some new, yet more warped form, the Islamist threat is back, seeking to inflict pain on Russia for its misadventures and brutality in the Middle East."

"The mere idea, stated by foreign ministry spokeswoman Maria Zakharova, that the gunmen sought to flee to Ukraine - through open of the most violent and militarised borders on earth - shows a Kremlin struggling to explain this horror, even in their own highly controlled information space.

Margarita Simonyan, head of the Russia Today network and a Kremlin mouthpiece, even suggested - with no evidence at all - the ISIS gunmen are in fact Ukrainian. One senior parliamentarian also hinted that the "Ukrainian trace" in these attacks must be answered on the battlefield. Ukraine has strenuously denied any connection with the attack.

It exposes how far adrift and overstretched Putin now is. The safety of his muted, urban electorate in the capital has been entirely sacrificed to his war of choice in Ukraine. Special forces did not race in; they are dead, or busy elsewhere. Even some police have been deployed to the frontlines."

Or they were... Hired by others to deflect responsibility.

Just a thought.

ISIS typically uses true believers. These guys were offered a few thousand bucks to slaughter civilians.

ISIS terrorists typically die for Allah... These guys all ran for Ukraine.

This isn't even slightly like the usual ISIS operation.

This stinks of terror for hire with deniability for the people funding it.

Who admittedly could be anyone at this point.

I'm sure the investigation will identify at least some of the people behind it.

Whoever they are.

#90 | Posted by LegallyYourDead at 2024-03-23 02:52 PM | Reply

If it was ISIS why is the attack so unlike any of their other operations?

Why were these guys not suicide attackers? They didn't even kill themselves when cornered and captured.

This means they can talk and I'm sure they will.

Why were the Russians able to take these guys alive? In America, and Israel and most of the world that just doesn't happen much.

Especially with Islamic terrorists.

Weird. It's Possible that it means Russia set it up themselves, somehow,I doubt it.

Well we'll see. Ukraine is the most obvious culprit.

Hiring Tajiks would give them deniability if they had died.

But they didn't....

It's like a bunch of ISIS attacks, most specifically Paris 2015 which included attacking a concert hall.

People already found 1 of the guys social media that goes back to 2016, immigrating and living in Russia. Very into Islam. ISIS published photos of them.

Not the first time and won't be the last time Islamic terrorists hit Russia. 1999 apartment bombings, 2002 theater crisis, 2004, 2006, 2010, 2011, 2013 twice, 2014, 2015, 2017 twice, 2019, 2021, 2023, 2024.

That's better than Vegas odds.

#95 | Posted by sitzkrieg at 2024-03-23 04:46 PM | Reply

It could be ISIS.

I'm not married to it being Ukraine.

We will find out more as the investigation unfolds.

At this point it could be a lot of different things.

ISIS claiming responsibility seems a little too obvious given the circumstances.

But that doesn't mean it isn't them.

How about if the suspects arrested are known ISIS? Still too obvious?

#98 | Posted by Danforth at 2024-03-23 05:00 PM | Reply

Why didn't they kill themselves?

Why were they so eager to claim credit for it?

ISIS rarely pays people for these type of operations, sometimes their families after their demise, but rarely the actual assailants, they almost always kill themselves.

These guys seemed pretty eager to survive.

It just feels.. Wrong, somehow, my skeptical nature is awakened by this and I am not convinced entirely.

But it definitely could be ISIS, among others, or it could be ISIS got paid to do it.

One thing is sure, these guys weren't religious Zealots.. they were Mercenaries and wanted very much to get away alive.

These guys aren't eager to met Allah. They did it for Cash.

I'm not seeing Zealotry, I'm seeing poverty and alienation.

Why not make a few bucks doing something they wanted to on some level anyway?

""All this resembles outright blackmail and the intention to intimidate and destabilize our society," Putin said, according to state media reporting on his remarks."

Why would anyone believe anything that liar says?
But, with the Russian propensity for war crimes and unprovoked invasions wouldn't Ukraine be justified in responding to Putin with an offer to compare lists of anarmed civillians murdered by Russian troops to the list of deaths in the FSB false flag attack?

If anything Ikrane has far more credibility than Putin. I suspect Russians are figuring that out for themselves.

There's fake stuff all over the Internet. Our own government lies about matters of paramount importance.

Figuring out the truth ain't always easy. How did they know ISIS was planning an attack anyway? Did they have inside information?

Were they in on the planning?

They sure knew a lot about those WMD that weren't there. Enough to invade and destroy Iraq.

Lying is so widespread on both sides of every conflict that the truth is almost never what the fighting is really about.

The Russians think it was Ukraine. For them that's Enough.
