Stalled weather systems dump rain.

River systems collect rainfall from many thousands of square miles.

I live in Texas and grew up with such things.

Trump's weather service takes it as a surprise so, as you said: "No stern warnings were issued".

The MAGA officials on the ground should have had more common sense.

The Trump weather service was criminally incompetent.

To be honest, this Kerville floof is reminding me of the whole Uvalde mass shooting event, not so far away.

"Responsible" people sat on their hands while children died and then blamed it all on "crisis actors".

But the stall is unpredictable.
