I'm willing to bet insiders don't see this as a loss because they negotiated a way for them to make money off of the reconstruction or Iran's control of the straight.
I wouldn't be surprised if it came out eventually that this entire military action was nothing more than using our military as a bargaining chip to force Iran to a table for this exact purpose. As always, whenever these people seem inept or incompetent, it's because we're assuming their intentions and actions are normal and should be interpreted in a normal way.
