Nothing yet has been disproven from the Steele Dossier and raw intelligence must be fine-tuned.
As a single operative, Steele didn't have wiretaps, IMINT, or collateral information to create a polished all-source intelligence product. He was a private investigator using his old contacts from his days as an MI6 officer.
