Shoppers can't sue Trump for the tariffs, because to do so requires showing direct harm, and shoppers aren't to do that because retailers aren't going to provide them with information on how much of their price tag is specifically due to tariffs.

Costco is also a damaged party. Unlike you and I, Costco has a complete accounting for how adding the cost of the tariffs increases prices and reduces sales.
