There is no "reforming" or "fixing" DHS and ICE other than completely abolishing these two sinister organs of the American police state and returning their warrantless powers to INS, USCG, the Postal Inspectors, USSS, USDOJ, and other agencies. The next non-Republican POTUS can immediately issue Executive Orders which can be posted in the Federal Register by 1600 HRS on 20 Jan 2029 beginning this process until Congress passes the necessary laws in March 2029. Only status quo and AIPAC politicians want to maintain DHS and ICE in order to monitor Americans without warrant and to be able to immediately deport undesirables, People of Color, and pro-Palestine aliens without due process -- seeing an Immigration Judge (IJ) -- as it was before the GWOT (the 2002 Global War on Islam).
