I think its just a troll by the current administration, but the employees being told not to respond may be reaction this administration was looking for.

To see what the extent of damage fear tactics can generate. Fractures with how officers are recognized, appointed and that hierarchy is being challenged while thousand are being fired immediately, imo.

IMO this is horrible management on Musk's part, I have been critical of him in the past and believe perhaps he's suffering from long term ketamine use.
Listen/watch Musk from 10 years ago, and one today. He has alot of money, but he's gotten dumber.

If your relative received this message, they should reply. My guess is what they are looking for is for people that are actually proud of what they do, and have done this week.

idk your definition of troll, but there is a purpose to email. To weed out all the people that didn't do shit, ergo wont respond. The purpose of Management, and Unions telling people not to respond is to protect those that don't do shit.
Is this a good management tactic, no, is it what is happening, most assuredly.

And what about people who have been on sick leave or annual leave, or will be tomorrow and are unable to respond?
Of course, it will be easy to comply with this initially by listing 5 job functions or 5 examples of implementing particular job functions, but it sounds like this could be a weekly thing. The concern that many people have is that if the response is not worded just right, then it could be used to by DOGE to terminate employees regardless of how well they do their jobs.
