An American Airlines flight and a military helicopter collided Wednesday night near Reagan National Airport, crashing into the Potomac River. The American Airlines flight had 64 people on board and the helicopter had three. Dozens of bodies have been pulled from the river but, so far, no survivors have been found.

No it wasn't on because it wasn't recorded. Its not optional but they might have turned it off because they were flying a VIP, but then would have required a conversation with ATC before flight.

There were two active runways 1 and 33, a little off of each other by about 40 degrees.
A plane was landing on 1.
ATC asked PAT25 if they had visual separation the AA flight landing (CRJ) on 33
Mistakenly PAT25 took ATC to mean the plane landing on 1 and confirmed separation.
