Postmaster General David Steiner told Congress in June that the Postal Service, under the proposed rule, would refuse to deliver ballots in states that refuse to enforce the new changes.

"Under our proposed regulation, no. We would tell the state that we need the manifest," Steiner replied.

Classified information is strictly meant to be reviewed within secure skiffs, designated rooms in the Capitol or congressional offices"never in a personal residence. Removing and storing classified papers at a home address violates the rules governing the handling of national security information.

They were registered to vote by faulty software.
