I've read reporting that the shooter wasn't hit by the victim's car but leaned over it to place his hands on the hood while he took his first shot. That shot hit the front window shield but may not have hit the woman in the head. The next shots he took are from the side, through the driver side window, and likely did strike her in the head causing her to lose control of the vehiicle.

If you objectively watch the video you can hear the engine rev as she proceeded to move forward while an officer was in front of her vehicle. All the while another officer was trying to get her out of the vehicle. An investigation will attempt to determine if the officer's actions were warranted.

But keep in mind, a protestor came at Kyle Rittenhouse with something a lot smaller - a skateboard - and a jury justified him shooting the aggressor.

COULD THE OFFICER BE PROSECUTED?
Federal agents are generally immune from state prosecution for actions taken as part of their official duties. Immunity only applies when an officer's actions were authorized under federal law and were necessary and proper.
If Minnesota charged the agent, he could seek to move the case to federal court and argue he is immune from prosecution.
To prevail, the state would have to show the actions were outside his official duties or were objectively unreasonable or clearly unlawful.

Most law enforcement training instructs officers not to position themselves in front of running vehicles. This is why when you are pulled over, the cop doesn't stand in front of your car to keep you there.

DHS policy explicitly states that officers should not intentionally place themselves in positions in which they have no alternative to using deadly force. The video reflects this officer's deliberate choice to move to his right as the vehicle reversed but not quite enough to get out of the way. He had time to continue getting out of the way but chose to stay there and draw his weapon instead. This is contrary to his own agency's policy.

He probably won't be charged with anything as the courts have consistently given pretty wide latitude to Law Enforcement in situations like this.

Good is waving the ICE vehicles to go around her and appears to want to move her vehicle out from the center of the street.

Face the facts that Ross committed murder and appears to be enraged prior to any interaction from Renee.

Her dialogue was calm, Ross was barking. He was obviously hopped-up on something, not just angling to murder himself some "lesbian protestors" in cold blood.
