Two countries that will desperately need it, America and Israel, but will never implement it, is Suid-Afrika's Truth and Reconciliation Commission, which uncovered heinous acts by the security organs during the apartheid era. If the SAPS or BOSS personnel confessed their crimes to the TRC and allowed families closure, they were not prosecuted. The TRC allowed Suid-Afrika to heal without vendettas or reprisals.
In the US and Israel, this will never happen.
So, in both countries expect Shakespeare's Titus Andronicus to continue enfolding, a never-ending cycle of tribal vengeance, angry reprisals, and ethnic/racial blood letting.
