If you ask that question, you clearly do not understand the Constitution.
The Constitution grants powers to Congress.

The Constitution prevents the passing of a national abortion law because the Constitution does not explicitly (in the text) or implicitly (through unenumerated rights-because the SC said abortion isn't a right) grant Congress to pass such a law
Since the SC has stated abortion is not a right, then Congress cannot protect it.
Congress can attempt to coerce states to allow abortion through withholding of funding for healthcare, but this court will absolutely not permit that.
